Morgan, Brown & Joy Managing Partner Jaclyn L. Kugell to Moderate MCLE Program, “Milstein Lecture: The Interplay Between Federal Law & States’ Autonomy”

Morgan, Brown & Joy Managing Partner Jaclyn L. Kugell will moderate the Massachusetts Continuing Legal Education (MCLE) program, “Milstein Lecture: The Interplay Between Federal Law & States’ Autonomy,” on October 14, 2025. Kugell will facilitate the lecture by Hon. Scott L. Kafker of the Massachusetts Supreme Judicial Court, who will discuss the new judicial federalism, particularly its emphasis on independent interpretations of state constitutional law. The lecture explores, among other topics, how important developments in state constitutional law relate to significant changes in federal constitutional law proposed by the U.S. Supreme Court, evolving tactics by advocates, and advances in state constitutional theory.
